Reiterating the need for transformation, Smiley highlighted the inevitable cost. “If the community yearns to sustain their present level of services, are they willing to pay for it? It’s a question that we need to confront head-on,” emphasized Smiley.

The City Council’s budget chair underscored that Memphis could not risk another generation lost to economic difficulties. The current budget cycle, he added, would define the city’s trajectory for the next decade. Thus, the allocation of finances now held a pivotal role in charting the city’s future course.
