A staggering 21% more Black drivers were cited for moving violations compared to white drivers, and Black individuals faced even harsher penalties for minor infractions like faulty taillights or tinted windows. Another key concern raised by the DOJ is the way the MPD handles mental health crises. While Memphis has a specialized Crisis Intervention Team, the report mentions that officers often respond inadequately, misusing force even against those in vulnerable situations, including children.
