After more than three decades of dedicated service, Deputy Chief Legal Officer Attorney Mike Fletcher will be hanging up his legal boots at the end of this year. Fletcher, who has played a pivotal role in representing the city since 1992, will officially retire at the end of 2024.

Fletcher’s journey began in Illinois, but it was in Memphis where he truly made his mark. He moved to the city in 1969 on a basketball scholarship to then-Memphis State University, where he would later obtain his law degree. His career kicked off at Memphis Area Legal Services, laying the foundation for his impressive legal journey.

Appointed to the deputy chief legal officer role in 2017, Fletcher has been a steady hand navigating various legal challenges that the city faced, always striving to promote the best interest of Memphis and its residents. In his own words, “I really can’t say one case that I had that was any more significant than another. I think the work that we do to try to make the city better is hard.”

The role will be filled by Odell Horton Jr., who brings his own wealth of experience to the table. Most recently serving as general counsel for Memphis Shelby County Schools, Horton has also held significant roles in other major organizations, showcasing his capability and expertise.
