Man Charged with Shooting Philadelphia Police Officer had Shot at Cops Before, Criminal Record Shows

While police made arrangements to tow the vehicle away, Vazquez dialed a call. Shortly thereafter, three people turned up at the scene and removed personal belongings from the vehicle.
